What's up with the guy putting a foot down on the inside of the curves? A flat-tracker wandered onto a roadrace circuit? Or am I not seeing clearly?

Yes it is a fashion in France to ride with a flat-tracker on track ....
In addition as can be seen, the trajectories are different!
There were many years of motorcycle and power different in this session.
